I was a Horseshoe camper from 66- 70 (the rebelious years). My son has been a camper at Camp Timberlane in Woodruff, WI for 4 summers now. I find many of the same traits there as in Horseshoe... a national camper base, lots of trips. No competition, though, which is ok for my son. They have a web site at www.camptimberlane.com. The directors are Mike and Leslie Cohen and are great!
North Star is also very good. We have a number of friends who send their chidren there. They have a well balanced program. In fact, the director, Leb, wanted to buy Horseshoe for his activities director when it was available.
Nebagebon is also a great camp. DNR does not allow motor boats on thier lake, so no water skiing. Camp Kawaga in Eagle River is another option. It was run, until this year, by Jordan Shiner, an ex-Horseshoer. He brought many Horseshoe activities with him, including super relay. Since he left I can't talk about their program, but will get a report from those who send their kids there.
In any event, you better beprepared to act early in the fall. Most of these camps fill up by the first of October.
Good luck.
